Primary Responsibilities:


  • Leads, directs, and oversees the efficient and effective execution of all Maintenance, Repair, and Overhaul (MRO) operations and processes.
  • Accountable manager (people, quality, compliance, performance) for the site’s production operations of approximately 50 employees, and a team of 4-6 direct reports including first level leaders.
  • Monitor’s product quality and ensures shipped orders comply with Hong Kong Civil Aviation Department requirements and other regulatory agencies (FAA, EASA, JCAB etc.) as well as customer requirements. Maintains an audit-ready environment.
  • Provides direction and guidance to production leaders and employees that ensures a sitewide culture of customer-first, mutual trust and respect, and personal accountability; and rooted in the RTX Values and One Collins Culture.
  • Provides input to site GM into annual service center budget; and manages department spending, labor, and material costs to minimize variances and meet margin plan targets for the site.
  • Maintains delivery, quality, and performance objectives and targets to meet/ exceed customer on time delivery and delivered quality expectations.
  • Supports the execution of short- and medium-term manufacturing & services strategies and the tactical direction of the site MRO processes; including cost reduction projects and initiatives, capital investment, and digital solutions.
  • Ensure that succession and talent growth plans are in place across all key roles, including staffing to plan for all manufacturing positions.
  • Partners with site GM and the sales organization to ensure that the site efficiently, effectively executes its contractual and company funded obligations.
  • Analyzes inventory levels and coordinates with MRO Materials Management on replenishment strategies and continuity of supply as needed.
  • Champions an environment of relentless continuous improvement; actively participates in and leads continuous improvement events and projects.
  • Ensures all production and support personnel operate in full compliance with the RTX Code of Ethics, regulatory requirements, and RTX / Collins company policies.
  • Ensures workplace is safe and free of significant hazards; and is a champion for worker safety, sustainability, and environmental stewardship.
  • Performs other duties as assigned. 0-10% travel typical for the position


Basic Qualifications:


  • A University Degree or equivalent experience and minimum 10 years prior relevant experience, or
  • An Advanced Degree in a related field and minimum 7 years experience
  • Minimum 3 years Management / Supervisory experience required
  • Ability to speak, write, read and interpret the English language
  • Ability to speak (both Mandarin and Cantonese preferred), write, and read the Chinese language
  • Aerospace industry experience, and/or overhaul and repair environment experience
